1-2. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

The council meeting was called to order by Mayor Struck at 5:30 pm followed by the Pledge of Allegiance. Members present: Councilor Kuiken, Councilor Williams, Councilor Neve, Police Chief Eastham, City Supervisor Houk and Clerk/Treasurer Roberts. Councilor Webber and Councilor Hall were absent. (Excused)

3. APPROVAL OF AGENDA, CONSENT AGENDA, AND APPROVAL OF MINUTES

A motion was made by Councilor Neve to approve the Agenda, Consent Agenda and the minutes of the April 10, 2017 regular meeting. The motion was seconded by Councilor Williams. Vote: Ayes-3, Noes-0, Absent-2

4. CORRESPONDENCE

None

5. OATH OF OFFICE – LUIS GONZALEZ

Clerk/Treasurer Roberts administered the Oath of Office and everyone welcomed newly commissioned Officer Luis Gonzalez. Clerk/Treasurer Roberts also read an email from absent Councilor Hall welcoming him and that he is glad to have Officer Gonzalez as part of the South Bend Police Dept.

6. ORDINANCE #1521 – ADOPTING THE UPDATED SHORELINE MASTER PROGRAM (SMP) AND AMENDING THE CITY OF SOUTH BEND COMPREHENSIVE PLAN (SECOND READING)

Councilor Neve made a motion to accept Ordinance #1521 – Adopting the updated Shoreline Master Program (SMP) and amending the City of South Bend Comprehensive Plan as presented. The motion was seconded by Councilor Kuiken.
Vote: Ayes-3, Noes-0, Absent-2

8. DEPARTMENT HEAD REPORTS

City Supervisor Houk explained that the Transportation Improvement Board (TIB) is offering cities $50,000 grants for pothole repair. There are some very specific criteria that is required to qualify for the grant and the crew has been busy documenting the pothole repairs that the city would like to make. The application is due by the end of May.

9. MAYOR’S REPORT

Mayor Struck announced that she will be attending the annual Labor Relations Institute in Yakima May 2nd through 5th.

10. COUNCIL COMMENTS

Councilor Kuiken congratulated Police Chief Eastham on his new officer and on finally starting to fill his empty positions.

11. ADJOURNMENT

The meeting was adjourned at 5:37 PM to meet again at 5:30 PM on Monday, May 8, 2017 for the next regularly scheduled meeting at South Bend City Hall.
