1-2. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

The council meeting was called to order by Mayor Pro Tem Hall at 5:30 pm followed by the Pledge of Allegiance. Members present: Councilor Olsen (arrived late), Councilor Williams, Councilor Neve, Councilor Webber, City Supervisor Houk, Police Chief Eastham and Deputy Clerk/Treasurer Porter. Clerk/Treasurer Roberts and Mayor Struck were absent.

3. APPROVAL OF AGENDA, CONSENT AGENDA, AND APPROVAL OF MINUTES

A motion was made by Councilor Neve to approve the Agenda, the Consent Agenda and the minutes of the September 26, 2016 regular meeting. The motion was seconded by Councilor Webber. Vote: Ayes-3, Noes-0, Absent-1

Payroll – Check #24116 thru Check #24131 - $95,629.54 Including Direct Deposit

4. CORRESPONDENCE

Homeless Forum – Mayor Pro Tem announced that Wednesday, October 12th at 5:30pm at the South Bend School Cafeteria, Coastal Community Action Program will be holding a county forum regarding the homeless buildings to be built on the 600 block of Broadway.

5. ORDINANCE #1514 – REPEALING & RE-ESTABLISHING SBMC CHAPTER 14.15 (SECOND READING)

Councilor Williams made a motion accepting Ordinance #1514 – Repealing & Re-establishing SBMC Chapter 14.15. The motion was seconded by Councilor Neve. Vote: Ayes-3, Noes-0, Absent-1

Councilor Webber asked to explain the Ordinance to the Boy Scouts of America that were in the audience. Councilor Neve gave a brief description.

6. ORDINANCE #1516 – AMENDING PORTIONS OF SBMC CHAPTER 13.05 (SECOND READING)

Councilor Neve made a motion accepting Ordinance #1516 – Amending portions of SBMC 13.05. The motion was seconded by Councilor Williams. Vote: Ayes-3, Noes-0, Absent-1

Councilor Neve gave a brief description for the audience.

7. RESOLUTION #2016-09 – PRELIMINARY APPROVAL OF THE UPDATED SMP (SECOND READING)

Councilor Neve made a motion accepting Resolution #2016-09 – Preliminary Approval of the Updated SMP. The motion was seconded by Councilor Williams. Vote: Ayes-3, Noes-0, Absent-1

Councilor Neve gave a brief description for the audience.

8. ITEMS FROM THE PUBLIC

Boy Scouts of America introduced themselves to the council. One of the criteria’s to receive a merit badge is to attend a community meeting. The council welcome them.

9. DEPARTMENT HEAD REPORTS
  • Police Chief Eastham advised that Officer McComas will be leaving the department at the end of the month. Hate to see him leave! He also advised that the Department will be shorthanded for 5 months until the new hire Luis Gonzalez graduates from the Academy.
  • Councilor Neve asked Police Chief Eastham what was going to be done with the K-9. He advised that Sargent Stigall can help train Officer Gonzalez.
  • City Supervisor Houk advised that the Central Ave paving was done. The alley between Security State Bank and Pacific County Annex will be done at a later date.
  • City Supervisor Houk then explained that he received an email regarding a possible sink hole on Central Ave located about 30 ft. south of Second St. The crew got right to work and got it taken care of.

11. COUNCIL COMMENTS
  • Councilor Hall announced that he had read a letter from Ron Craig regarding the Chermach Trail. It was a nice summary. He thanked Ron when he had seen him.
  • Councilor Hall asked City Supervisor Houk to check on a solar power speed limit sign. He was advised that they were not cheap.

The meeting was adjourned at 5:47 PM to meet again at 5:30 PM on Monday, October 24, 2016 for the next regularly scheduled meeting at South Bend City Hall.
