Cheryl Heywood from Timberland Regional Library presented information about what the library has been doing locally and in the region. Toni Gwin is the new member on the Board of Trustee’s for our area. The story book trail will be taking place June 13-25th on the Willapa Hills Trail here in South Bend and the summer reading program will be taking place June 1- August 31, 2022. The Friends of the Library have fun stuff planned for the local community throughout the summer including art projects over the summer and participation in local fairs and festivals.

7. ORDINANCE 1578- AMENDING SOUTH BEND MUNICIPAL CODE CHAPTER 14.10, IN RELATION TO FLOOD DAMAGE PREVENTION (FIRST READING) |
Councilor Corcoran made a motion moving ordinance 1578 to a second reading. Motion carried. Motion passed unanimously.
8. ORDINANCE 1579- REPEALING SOUTH BEND MUNICIPAL CODE SECTIONS 15.62 THROUGH 15.68 (LAND DIVISION) AND SECTION 15.92 (BOUNDARY LINE ADJUSTMENTS) AND ADOPTING NEW DEVELOPMENT REGULATIONS FOR LAND DIVISIONS (FIRST READING) |
Mayor Struck would like to have the following change made on Page 8. Remove from seven years to within. and then the last part after plat approval. so that it reads: Approvals for preliminary short subdivision shall be valid for a period of five years of the date of preliminary plat approval.
Councilor Corcoran made a motion moving ordinance 1579 to a second reading with the above changes. Motion carried. Motion passed unanimously.
9. DEPARTMENT HEAD REPORTS |
Police Chief Stigall announced the hiring of new Police Officer Eric Fuller. He started on June 10, 2022 and they are looking to send him to the academy at the end of September beginning of October.
Police Chief Stigall also reported that there were no issues during the recent graduation weekend, but the guys have been busy and they just received a new sex offense case that has kept them busy as well.
City Supervisor Houk updated the council on the status of the Water Treatment Plant. Demobilization was completed last week, they are having warranty work done on pump three, and the filtration plant study will be done with DOH.
City Supervisor Houk requested permission from the Council to surplus a 2000 GMC 5-yard diesel dump truck. Councilor Williams made a motion authorizing the surplus of the dump truck. Motion carried. Motion passed unanimously.
10. MAYOR’S REPORT |
Mayor Struck informed the council that Labor Day planning is in full swing and that there will not be a fireworks show this year. They are replacing it with a free laser show at Milam Field. It will be a ½ hour show set to music. They are looking for entertainment to precede the event and one of the school groups will have the concession stands open for a fun family night.
Mayor Struck also reminded the council of the special meeting Wednesday June 15, 2022.

AWC letter inviting city officials to the annual business meeting on Thursday June 23, 2022. The city has three voting delegates, so the Mayor wanted to see if any council member would be interested in attending. Councilor Manlow and Councilor Corcoran will both be attending.
5. PUBLIC HEARING- GENERAL PURPOSE GRANT |
Eric Noah from Gray and Osborne was in attendance at the meeting and public hearing. He explained the Community Development Block Grant (CDBG). These funds if awarded will be used to replace the main waterline from Kendrick to Ferry. We should find out September 2022 if the city has been awarded funds for this project.

13. EXECUTIVE SESSION – POTENTIAL REAL ESTATE PURCHASE |
Prior to adjourning to Executive Session Mayor Struck advised that no decisions would be made. Mayor Struck called the Executive Session to order at 6:04 for 30 minutes for the purpose of a potential real estate purchase. Councilor Manlow, Councilor Corcoran, Councilor Davis, Councilor Williams, City Supervisor Houk, Police Chief Stigall, Clerk/Treasurer Sowa were in attendance.
Mayor Struck reconvened the meeting at 6:34 pm.

The meeting was adjourned at 6:35 PM to meet again on Monday June 13, 2022 for the next regularly scheduled council meeting at South Bend City Hall.
The City of South Bend is proposing to amend South Bend Municipal Code Chapter 14.10, Flood Damage Prevention, to meet mandatory changes required by the Federal Emergency Management Agency for continued participation in the National Flood Insurance Program.

The City of South Bend is proposing to repeal the Land Division provisions of Division IV, Sections 15.62 through 15.68 of the South Bend Municipal Code, and replace it with a new subdivision ordinance. The city has prepared the draft subdivision code to keep it current with changes in state law, allow for binding site plan provisions, and provide clearer review procedures and requirements for both the city and subdivision applicants.

Letter from citizen Andre Hachtel. Mayor Struck read the letter, City Supervisor Houk informed the council that he was working with the property owners on the concerns in the letter and some issues have been resolved and others are being worked on.

Citizen Craig Spredeman spoke about being out for a walk with his three dogs the other day and they came upon a raccoon that was out during the day and that could have possibly been rabid. He called dispatch and was unsatisfied with the answer that he got. Mayor Struck advised him that Dispatch is ran by the county and Chief Stigall will speak to the Sheriff.

Councilor Manlow made a motion for the City of South Bend to become part of the Pacific Conservation District. Motion carried. Motion passed unanimously.

Pg 27 of the Park Plan needs to have the Public Hearing portion removed there was no need and a public hearing was not held, Pg 15 regarding Hangman’s Park, the Historical Society returned the ownership of the park back to Pacific County, and on Pg. 11 the City maintains the Ron Craig boat launch not DFW. Motion carried. Motion passed unanimously.

Mike Nordin from the Pacific Conservation District spoke about adding the City of South Bend into the District Boundary plan and some potential grant funding that they are looking at from the University of Washington. This would be a grant to help with funding for flooding, drainage, and sea level rise. The Mayor and council would like more information regarding the grant and process and Mike will be added to the agenda for the April 25, 2022 meeting.

Police Chief Stigall asked that if people would like to report something that they call the office or dispatch so that the department is aware of the complaint and it can be handled. When people post on social media, they are unable to handle the complaints.
City Supervisor Houk reported that things are really starting to pick up and that they are all staying busy.
Clerk/Treasurer Roberts reported that Zoe is doing a good job there is a lot to learn and she is doing well in her training.

9. DEPARTMENT HEAD REPORTS |
Police Chief Stigall announced that he is now a man down as of today. Officer Johnson worked his last day today. Chief Stigall is advertising and hiring for an Entry Level Police Officer.
City Supervisor Houk explained that the marine floats for the dock were approved and that Quigg Brothers is working to get a material list together so they can schedule to get started at the dock.
Clerk/Treasurer Roberts reported that the ARPA funding that the city received can now be used in current expense. There was a final ruling that if cities get 10 million or less in funding that they are able to use those funds in current expense. This will now free up the $50,000.00 that was set aside for Cheney Park.
